IN 2023, FAS ORDERED TO EXCLUDE 23 BILLION ECONOMICALLY UNJUSTIFIED FUNDS FROM TARIFFS

The main volume of unjustified funds falls on the Krasnoyarsk and Khabarovsk Territories, the Republic of Buryatia and the Leningrad Region

FAS Russia summed up the results of monitoring and supervisory activities in the field of regional tariff regulation. In 2023, the Authority excluded 11.6 billion rubles. For 2024, when regional regulatory bodies make tariff decisions, the amount for exclusion will be 11.4 billion rubles.

In 2023, the Authority conducted 5 scheduled inspections and 81 unscheduled, as well as 15 monitoring and supervisory activities jointly with the Prosecutor General’s Office of the Russian Federation. As a result, the Authority checked 1,598 tariff decisions and issued 102 orders to eliminate violations. In addition, FAS Russia has issued 3 orders on the cancellation of tariff decisions.

During the year, the Authority systematically carried out methodological and standard-setting work. Thus, the Government of the Russian Federation has adopted a resolution that empowers regional offices of the FAS Russia to check tariffs. The first instructions for checking tariff bodies for 2024 have already been signed, they will affect 83 regions. At the same time, the central office of FAS Russia will continue to issue an act based on the results of the audit and monitor its execution.

81 regional offices of FAS Russia in the first quarter of 2024 will additionally verify the validity of the recorded fuel costs of regulated organizations in the field of heat supply.
