FAS RUSSIA SUMMED UP THE RESULTS OF ANTI-CARTEL ACTIVITIES IN 2023
Agreements restricting competition were most often found in the field of construction and the road complex, housing and communal services and the organization of social catering, as well as in the supply of medicines and medical products
In 2023, the Authority initiated 287 cases on restrictive agreements and coordination of economic activities. Of these, 224 decisions were taken on violation
of antimonopoly legislation.
In total, in 2023, violations of antimonopoly legislation at auctions (cartels at auctions and collusion with the customer) were detected in 72 regions. The Authority involved 307 business entities and 24 customers as defendants in the cases. The agreements at the auction covered 2911 purchases with a total amount of initial maximum contract price (IMCP) 174 billion rubles.
In terms of monitoring the implementation of national projects, the FAS Russia in 2023 initiated 24 cases with a total amount of IMCP of 10.8 billion rubles. 32 decisions were made on cases of violation of antimonopoly legislation with a total amount of IMCP of 42.4 billion rubles.
In 2023, violations of antimonopoly legislation were found during the implementation of national projects “Housing and urban Environment”, “Safe high-quality roads”, “Healthcare”, “Demography”, “Education”, “Culture” and “Ecology”.
Besides, in 2023, 39 criminal cases were initiated based on the materials of the competition authorities. Of these, 13 cases on the grounds of cartel conclusion (Article 178 of the Criminal Code of the Russian Federation) and 26 on other Articles of the Criminal Code of the Russian Federation.
In total, in 2023, the federal budget received 1,082,936,037 rubles for fines imposed by the central office of the FAS Russia for anti-competitive agreements.
