"Information Exchange of best practices of the Merger Control Regime in APEC Economies"

On March 1-2, 2018 the delegation of the FAS Russia participated in APEC events organized within the framework of the APEC Forum Senior Officials Meeting (SOM-1), including the Training Seminar "Information Exchange of Best Practices of the Merger Control Regime in APEC Economies" (hereinafter - the Seminar).
The practical goal of the Seminar was to exchange the experience of the competition authorities in the field of merger regulation, the application by competition authorities of advanced approaches and recommendations developed within the framework of international organizations such as the OECD and the ICN, the implementation of intergovernmental interaction as well as among competition authorities of the APEC economies when considering mergers of large international companies.
During the Seminar the representative of the FAS Russia spoke about the main stages of the development of antimonopoly legislation in Russia and the National Competition Development Plan for 2018-2020 adopted in December 2017. During the report it was noted that in the conditions of digitalization of the economy, when considering mergers of large companies characterized by the use and transfer of big data and intellectual property objects, it becomes necessary to apply new approaches and regulatory mechanisms by the antimonopoly authority.

“Institutional Development in the Asia-Pacific Free Economic Zone”

On August 10, 2018 the representatives of the FAS Russia participated in the APEC Training Seminar "Institutional Development in the Asia-Pacific Free Economic Zone" within the framework of the third APEC Senior Officials’ Meeting in Port Moresby (Papua New Guinea).
The practical goal of the Seminar was to exchange the experience of the competition authorities in the field of competition policy and investment activity. The participants examined various types of links between investment and competition policy particularly the influence of competition policy on investment activity.
Within the framework of the Seminar the representative of the FAS Russia made a report "The relationship of competition policy and investment activity. The experience of the FAS of Russia". The speaker discussed policy of the FAS Russia on the development of competition, main trends and prospects, as well as activities of the authority in monitoring the implementation of foreign investments – the evolution of legislation in this area, the mechanism and procedure of control, the results of work over 10 years.
