Sergey Puzyrevsky: identical understanding of the norms of the law facilitates good practice and protection of our citizens
On 5 February 2016, Deputy Head of FAS, Sergey Puzyrevsky, and the Head of FAS Legal Department, Artem Molchanov, had a working visit to Kirov. During their meetings with judges, the FAS representatives discussed the reform in the antimonopoly law.
The Chairman of the Second Arbitration Appeal Court, Vladimir Ustyuzhanov, pointed out that the event was not a coincidence: “Antimonopoly disputes fall in the category of the most complex judicial proceedings. We consider around 200 cases per year on a regular basis. To examine them efficiently, it is not enough to know the law. The economic element must be taken into account”.
Sergey Puzyrevsky said that at a meeting with the Second Arbitration Appeal Court a unified understanding of the norms of the Federal Law “On Protection of Competitions” was worked out in view of the latest changes that came into force in January 2016.
Artem Molchanov added that the issues on the agenda included liability of the authorities for breaching the rules for mandatory competitive bidding and the institution of warning that will help to radically cut down the number of cases heard at Courts.
Sergey Puzyrevsky thanked Vladimir Ustyuzhanov for organizing the working meeting and emphasized that the event undoubtedly has a significant practical effect as the Second Arbitration Appeal Court is competent not only in the Kirov region but also in the neighbouring regions.
