The Antimonopoly Service discussed the current tariff system with the business and expert community

On 20 January 2017,Deputy Heads of FAS Sergey Puzyrevskiy and Anatoly Golomolzin informed experts and businessmen about the state of tariff regulation in Russia and the efforts undertaken to sort out the current issues.
According to representatives of the Antimonopoly Service, FAS formed collegial bodies to approve tariffs and develop a regulatory strategy in this field (FAS Board and the Methodological Tariff Council), devised plans to draft and amend the necessary methodological and regulatory documents.
Sergey Puzyrevskiy emphasized: “Through its tariff regulation efforts FAS ensures the balance of interests between buyers and suppliers. Earlier consumers were not actively involved in tariff decision-making. Now we intend to closely cooperate with the Consumer Councils who will have access to the relevant documents”.
Sergey Puzyrevskiy and Anatoly Golomolzin explained that now decision-making will factor in the aspects of evaluating efficiency of the current, investment and financial-and-economic corporate operations.
The speakers discussed in detail particular markets where tariff deregulation is expected. For instance, FAS proposals on changing regulation in telephony were outlined as well as the experience of using a flexible tariff regulation schedule in railway transportation. All decisions on introducing, amending and terminating tariff regulation will be made on the basis of market analysis in order to maximize potential competition development.
Anastasia Alekhnovich, Head of the Expert Centre at the RF Presidential Commissioner for the Rights of Businessmen, presented the activities of the Inter-departmental Work Group for devising a medium-term social-and-economic development programme – the “Growth Strategy” and proposals towards changing the situation in the tariff system.
“At the meeting we formulated the information exchange standards. Out work should be transparent and clear to everybody. Therefore, we call upon other expert communities, NGOs and the Consumer Councils to actively cooperate with FAS under the frame of developing and improving the tariff regulation. Joining our efforts, we will build up the right balance of interests and create a conformable environment for everyone”, concluded Sergey Puzyrevskiy.
