FAS presented a concept of the National Competition Development Plan to World Bank experts
Special attention was paid to FAS efforts aimed at controlling unfair actions of the authorities, public procurement and placing public defence procurement orders
On 9 May 2017, at the Annual Conference of the International Competition Network (ICN) in Porto (Portugal) FAS delegation led by Deputy Head of FAS Andrey Tsyganov had a meeting with World Bank experts.
The parties discussed developments in Russia competition law and enforcement as well as FAS experience in competition advocacy.
The World Bank was especially interested in prioritizing sectors of the economy for market surveys, the results of antimonopoly investigations in telecommunications sector and the ocean linear shipment market.
Andrey Tsyganov informed the World Bank experts about FAS initiative to draft the National Competition Development Plan and about the relevant order of the President of the Russian Federation. He outlined the results of implementing the Competition Development Standard in the subjects of the Russian Federation. Special attention was paid to FAS efforts aimed at controlling unfair actions of the authorities, public procurement and placing public defence procurement orders.
Finally, the parties discussed further areas of cooperation, including joint projects and expert examinations.
Head of FAS Department for International Economic Cooperation, Lesya Davydova emphasized: “Cooperation with the World Bank has been efficient and productive for many years. FAS is always opened to a dialogue with the international organization that carries out the top-quality expert examination and issues recommendations towards developing national competition policy and enforcement”.
