Anna Mirochinenko: innovations can have a significant impact upon development of competition in the agro-industrial complex
On 17 May 2017, at St Petersburg Legal Forum, the 4 session of the Working group on global food chains discussed the progress in drafting a Report on the State of Competition on food products market under the conditions of globalization.
FAS was represented at the event by Deputy Head of FAS Andrey Tsyganov; Head of FAS Department for Control over Chemical Industry and Agro-Industrial Complex, Anna Mirochinenko; Deputy Head of FAS Department for International Economic Cooperation, Anna Pozdnyakova.
The participants concluded that the Report should cover the following aspects: the existing legal basis of antimonopoly regulation of food markets and relevant enforcement practices across BRICS, new economic challenges (broad use of biotechnologies and IT-solutions in agriculture, global mergers, applying “package” technological solutions, expanding intellectual rights) that require changing approaches to antimonopoly regulation.
Recommendations will be drafted on the basis of such analysis to protect competition on food markets under the new economic conditions.
It was pointed out that the Report should specially focus on evaluating the innovative market in the context of global mergers that require expanding international cooperation between the antimonopoly bodies.
Representatives of BRICS competition authorities emphasized the importance of approximating approaches to regulating the agrarian market und eth new economic conditions.
