FAS hosted a joint session of the Research Council of the Russian Academy of Sciences and the Expert Council of the Supreme Attestation Commission
Researchers and experts discussed the most pressing issues for developing education in competition law and training specialists in competition protection.
On 24 October 2017 there was a joint session of the Research Council of the Russian Academy of Sciences on Competition Protection and the Expert Council of the Supreme Attestation Commission on Law under the Ministry of the Education and Science.
The session was chaired by Head of FAS Igor Artemiev and a member of the Russian Academy of Sciences (RAS), Andrey Lisitsyn-Svetlanov.
The first item on the agenda that experts discussed was possibility to add “Competition Law” to the list of academic specializations, on which post-graduate and advance academic degrees are awarded.
Presentations were given by First Vice-Rector of Moscow State Law Academy, Professor Elena Gracheva and Deputy Head of FAS Sergey Puzyrevskiy.
Experts put forward two opinions. First, it is too early to introduce the new specialization. The second one was expressed by Andrey Lisitsyn-Svetlanov: “I am firmly convinced that the new specialization is necessary. Competition Law means ensuring that the market exists. In other words, this is a principal issue that should be resolved to make sure that the constitutional principles of Russian economy defined as “market economy” will work. Without it, we will look into various formalized issues but will not answer the main question: how the Russian market should develop?”
Dr Hab (Law), Professor Vladimir Lopatin, Director of the Republican Scientific Research Institute of Intellectual Property, and Academic Supervisor of the RAS Institute for the Study of Science, a corresponding member of RAS, Levan Mindeli, made a report on competition in academic research, the criteria of its success and ratings.
Finally, the experts discussed the progress in implementing the decisions of the research Council of 21 February 2017 and the agenda of the next session.
