FAS RUSSIA HAS DEVELOPED TARGET MODEL OF LONG-TERM TARIFF REGULATION

It guarantees maintaining of the savings obtained as a result of the modernization of the infrastructure

Part of the savings received in the amount of 70% should be used for implementation of the investment program, 30% remains at the disposal of the organization and is not excluded from the required gross revenue. It was announced by Vitaly Korolev, Deputy Head of FAS Russia, at the All-Russian Tariff Conference.

The authority's work on building long-term and predictable regulation is applied in the regions. The concession agreements concluded for the period 2022-2024 will attract investments in the heat supply of the cities of Klin, Sergiev Posad, Solnechnogorsk and Voskresensk of the Moscow region for the repair and construction of new heating mains in the amount of 11.7 billion rubles.

Sergey Puzyrevsky, State Secretary – Deputy Head of FAS Russia, spoke about the control and supervisory activities of the authority.  He noted that in 2022, FAS Russia ordered to exclude 2.1 billion rubles of unjustified tariff funds.

He also said that within the framework of the Concept of Long-term Tariff Regulation, work is continued on the draft Unified Tariff Law. The main objective of the document is to combine tariff regulation of various spheres, and its main priorities are long-term, method of standards and transparency of regulation.

Besides, the law on pre-trial consideration of tariff disputes in the field of MSW treatment developed by FAS Russia was signed. The adopted amendments will significantly speed up the consideration of disputes between regional tariff authorities, organizations and consumers.
