FAS: EFFECTIVE SYSTEM OF PRICE REGULATION FOR MEDICINES HAS BEEN FORMED IN RUSSIA

It was announced by Timofey Nizhegorodtsev, Deputy Head of FAS Russia, during SPIEF-23

The created balanced system of price regulation provides support for the development of domestic production and takes into account the interests of all market participants. It also allows to save both budget funds for purchases and personal funds of citizens while maintaining a solid economic base for the production of medicines.

At the same time, according to the authority, it is necessary that the pricing rules still are stable. It is important for the long-term planning of the production of medicines and the stability of the functioning of state medical programs.

Besides, FAS Russia considers it expedient to take anti-dumping measures against foreign manufacturers of original medicines, which can reduce prices below mandatory requirements, preventing the release of domestic medicine.

In addition, further revision, updating and unification of information on registers of medicines and their prices are necessary. It is necessary to ensure that outdated prices for medicines that are not in circulation do not hinder the development of the production of similar ones.

Moreover, additional measures will be needed to prevent the withdrawal from price regulation of VED in unregistered packages imported into Russia due to the risks of their shortage.

The speaker also noted the importance of supporting the export of domestic medicine for the development of international competition and access to international capital markets.
