WARNING TO KOMI MINISTRY OF NATURAL RESOURCES
Actions of the Ministry in the part of failure to organize auctions for leasing forest plots could have an adverse effect on the work of timber cutters
Komi OFAS considered a collective petition from timber cutters of the Komi Republic that lately the Ministry of Natural Resources and the Environment of the Komi Republic had failed to organize auctions for the right to lease forest plots.
Investigating the petition, OFAS established that in July last year “Mondi SLPK” petitioned to Komi Ministry of Natural Resources for putting forest plots located in Ust-Kulomsky district, on an auction. So far, the Ministry has not made a decision on the company’s petition and the auction has not taken place.
Failure to make decisions on organizing auctions for leasing forestry plots within the timeline specified in Article 78 of the Forestry Code of the Russian Federation can hamper operations of timber cutters and has signs of violating the antimonopoly law.
Komi OFAS issued a warning to the Ministry to make a decision on the petition filed by “Mondi SLPK”. If the Ministry fails to execute the warning, OFAS shall open an antimonopoly case against the regional body.
