16th session of the Intergovernmental Group of Experts on Competition Law and Policy UN Conference on Trade and Development (IGE UNCAD)

The 16^th session of Intergovernmental Group of Experts on Competition Law and Policy (IGE) UNCTAD took place on July 5-7, 2017 in Geneva, Switzerland.

Ms. Mona El-Garf, Chairwoman of Competition Authority of Egypt, was elected as the President of the 16^th session IGE UNCTAD. Welcoming words were delivered by Ms. Isabelle Durant, UNCTAD Deputy Secretary General, and Ms. Teresa Moreira, Head of Competition and Consumer Policies Branch UNCTAD.  

Participants of the event discussed such topical issues as "Challenges faced by young and small Competition Authorities in the design of merger control”, “Enhancing international cooperation in the investigation of cross-border competition cases: tools and procedures" as well as the Voluntary Peer review of competition law and policy of Argentina.  

Delegation of FAS Russia was chaired by the Head Mr. Igor Artemiev. He delivered a keynote speech during the Round table "Enhancing international cooperation in the investigation of cross-border competition cases: tools and procedures", in which he told about positive experience of international cooperation of the FAS Russia, pointed some challenges in establishing effective cooperation between competition agencies, presented draft Toolkit on International Cooperation of Competition Authorities on Combating Restrictive Business Practices of Transnational Corporations and Transboarder Violations of Rules on Competition (drafted by FAS Russia) and proposed to create special Working Group aiming at further drafting of the proposed Toolkit.

The Toolkit may become an Annex to the Section F ("International measures") of the UN Set on Competition.

As response to the mentioned initiative, in course of the Closing ceremony of 16^th session of IGE UNCTAD the Discussion group was established for discussion of modalities of enhancing Section F of the UN Set on Competition. Discussion Group will deliver a report during the 17^th session of IGE UNCTAD which will be held in July 2018.
