External Assessment

The Accounts Chamber of the Russian Federation and the Ministry of Finance of the Russian Federation annually conduct the analysis of the observance of the budget and financial discipline by the FAS Russia. The FAS Russia’s performance assessment is also conducted by the State Duma and the Council of the Federation of the Federal Assembly of the Russian Federation annually within the framework of "government hour", in the course of which the Report on results of the Authority’s activity is presented by the Head of the FAS Russia.

Therefore, Russian non-governmental organizations on the yearly base evaluate the FAS Russia’s activity and the state of competition in the country.

In 2016:

The all-Russian non-governmental organization for SMEs "OPORA RUSSIA" annually monitors small and medium-sized businesses. Based on the result of a survey conducted in 2016, most respondents (62%) defined the state of competition as strong and very strong. The annual survey of the Non-Profit Partnership for Competition Support (renamed – the Association of Antimonopoly Experts) identified that ¾ of the respondents consider the FAS Russia’s ongoing policy under current economic conditions as adequate. Among the conclusions also:

  • Сonstructive feedback from non-governmental and expert organizations is taken into account by the FAS Russia, in the vast majority of cases.
  • Most of respondents to the survey (83%) consider the FAS Russia’s inspections as an effective way to detect violations of the antimonopoly legislation.
  • The competition advocacy activity has improved over the past year.

In its annual survey, the Russian Corporate Counsel Association noted that, due to sustained and meaningful efforts of the FAS Russia, approaches and standards in many economic areas were adopted, similar to those adopted at the international level. Annual assessment of the state of competition in Russia and performance of the antimonopoly bodies is also carried out by the Chamber of Trade and Commerce of the Russian Federation and the Russian Union of Industrialists and Entrepreneurs. A specific chapter of the annual Report on the State of Competition in the Russian Federation provides the results of assessment by non-governmental organizations, recommendations of these organizations are taken into account by the FAS Russia in its further activity.
