Effective legal mechanisms for countering cartels

Within the framework of the three-day seminar representatives of the FAS Russia, the OECD, as well as the competition authorities of Hungary, Italy, Great Britain and Austria shared their experience in combating cartels, discussed methods and tools for their identification.
Besides, participants examined the issues related to the violation of direct and indirect evidence in the investigation of cartel agreements, the dawn raids and the use of information technology during such inspections, as well as the identification of anti-competitive agreements and illegal coordination using price algorithms, with the use of exemption and mitigation programs.
Representatives of competition authorities of Armenia, Azerbaijan, Tajikistan, Uzbekistan, Kyrgyzstan, Kazakhstan, Moldova, Belarus, as well as of the Regional Offices of the FAS Russia noted the practical value of the event.

Merger Control Investigations and Innovation

Within the framework of the three-day seminar representatives of the FAS Russia, the OECD, as well as the competition authorities of Hungary, Italy, the CIS member states, the Eurasian Economic Commission, the European Commission shared their experience in investigating merger cases, discussed the difficulties encountered and approaches used in their consideration.
During the seminar the participants examined the harm for merger cases, basic economic methods, investigative steps and measures and effective merger remedies. Special emphasis was put on the adequate treatment of innovation in the merger review process.
The seminar was attended by representatives of competition authorities of Armenia, Azerbaijan, Uzbekistan, Kyrgyzstan, Kazakhstan, Moldova, Belarus, as well as employees of the Regional Offices of the FAS Russia.

Enforcement cooperation in cross-border cases

Within the framework of the three-day seminar representatives of the FAS Russia, the OECD, as well as the competition authorities of Hungary, Italy, Mexico, the CIS member states, the Eurasian Economic Commission examined practical interaction of competition authorities in the field of law enforcement, discussed the role and new trends in international cooperation.
Special attention was paid to several initiatives by international organizations: OECD Recommendation on International Co-operation on Competition Investigations and Proceedings, ICN-led Framework to Promote Fair and Effective Agency Process and UNCTAD Guiding Policies and Procedures under Section F of the UN Set on Competition. In addition, the seminar explored best practices for formal and informal enforcement cooperation.

Competition Policy and Intellectual Property rights

During the two-day seminar representatives of the FAS Russia, the OECD, as well as the competition authorities of Hungary, Italy, Canada, the CIS member states, the Eurasian Economic Commission made presentations about the increasing role of intellectual property rights in economic activity, noting the relevance of interaction between competition law and legislation in the field of intellectual property.
Special attention was paid to the consideration of the circumstances in which intellectual property rights can create any problems to competition, the approaches of antimonopoly authorities that allow solving these issues without undermining the incentives of firms to invest and innovate. In addition, the participants of the seminar discussed the prospects and opportunities for cooperation among competition authorities and intellectual property offices.
