“Russian Post” restricted competition by refusing to grant an alternative operator access to the postal service infrastructure and, accordingly, to the market

On 3 April 2017, FAS found that “MegaFon” PJSC, “MTS” PJSC, “VympelCom” PJSC and “T2 Mobile” Ltd. violated Part 1 Article 10 of the Federal Law “On Protection of Competition”.

To reduce subscriber roaming rates, FAS will request information from communications operators about payments by subscribers travelling within Russia and economic justification of the fixed rates for the purposes of detailed analysis.

“Changing goods circulation related to implementation of Information-and-Communications Technologies (ICT) transformed the existing markets and created the new ones where value is formed through collecting, processing and representing information, including telemetric data”.
