The Resolution of the Government of the Russian Federation of April 7, 2004 №189 «Issues of the Federal Antimonopoly Service»

In accordance with the Decree of the President of the Russian Federation of March 9, 2004 № 314 «On System and Structure of the Federal Bodies of Executive Power» the Government of the Russian Federation decrees:
1. The Federal Antimonopoly Service is a federal body of executive power which implements functions of control and supervision over the observance of legislation on competition on commodity and financial services' markets, natural monopolies, advertising as well as of issuing within its competence of individual legal statements within defined scope of activity.
2. The Federal Antimonopoly Service reports to the Government of the Russian Federation.
3. The Federal Antimonopoly Service implements its activity directly as well as through its regional offices.
4. To deliver to the Federal Antimonopoly Service the regional offices of the abolished Ministry of the Russian Federation for Antimonopoly Policy and Support to Entrepreneurship.
5. The basic challenges of the Federal Antimonopoly Service are:
a) supervision and control over observance of the legislation on competition on commodity markets, on financial services' markets;
b) supervision and control over observance of the legislation on natural monopolies;
c) supervision and control over observance of the legislation on advertising till introducing of amendments in the Federal Law «On Advertising».
6. To allow the Federal Antimonopoly Service to have up to 4 deputies of the Head as well as up to 14 Departments for basic directions of activity in the central office' structure.
7. To determine the total number of the central office staff of the Federal Antimonopoly Service - 350 persons (without security and technical personnel) and the total number of its regional offices staff - 1477 persons (without security and technical personnel).
8. To accept the Federal Antimonopoly Service' offer to accommodate its central office in Moscow, 11, Sadovaya-Kudrinskaya street.
