Results of the second meeting of the Working group on implementing the network neutrality principles
The second meeting of the Working group on implementing the network neutrality principles in the Russian Federation took place on 30 November 2015.
Members of the Working group discussed international experience of implementing the network neutrality principles, including the position of the International Telecommunications Union on the issue.
Participants agreed to employ “careful” regulation over network neutrality, the purpose of which is to support Internet development as an open platform for innovations with low access barriers for end users, operators, and providers of content, duplications and services.
For discussions, FAS submitted draft definitions of the main concepts in the field of network neutrality, including the concept of “network neutrality”, “OTT”, а тand a list of basic network neutrality principles.
Members of the Working group agreed to additionally refine FAS proposals to be discussed at the next session of the Working group on 16 December 2015.
