FAS formed a forum to discuss normative legal acts
On 21 June 2016, the Methodological Council on Tariff Regulation focused on pricing for the providers of last resort on energy supplying services. Around 170 representatives of energy companies, interested bodies and experts took part in the discussions.
“Before the meeting we informed members of the Methodological Council that FAS has formed a new system for discussing normative legal acts based on FAS IT Centre, and there is a forum where experts may discuss the issues to normative legal regulation. All participants get access to the system. Earlier, the arrangements on the issues and our obligations to implement were adopted by the Methodological Council with its regional Offices and Regional Tariff Services upon a proposal of the Sverdlovsk Regional Energy Commission”, said the Chairman of the Methodological Council, Deputy Head of FAS Anatoly Golomolzin.
One of the forthcoming meetings will focus on the target model of the electric power market and its impact on tariff-setting and a “horizontal” Working Group on capital to discuss methodology of factoring in prospective development and investments in the process of tariff regulation.
Representatives of FAS Department for Control over Electric Power Industry, Russian Energy Agency, the Association of providers of Last resort, as well as regional Energy Commissions discussed tariff-setting in sales.
In particular, they focused on investments, the main costs associated with резервами по долгам, loans and entrepreneurial profit.
Three main methods were discussed new pricing approaches:
- Deregulating sales along with developing competitive conditions in this market segment
- Benchmark sales based on the costs associated with this activity
- Benchmarking on power supply services.
Participants agreed to discuss all outlined initiatives and proposals at the forum based on FAS IT Centre for two months and then draft final recommendations of the Methodological Council.
