FAS investigated a case against the Ministry of Communications

On 20 June 2016, the Federal Antimonopoly Service (FAS Russia) found that the Ministry of Communications of the Russian Federation violated Clauses 1, 8 Part 1 Article 15 of the Federal Law “On Protection of Competition”.

The Commission established that from 2015 the Ministry of Communications undertook system-wide efforts by exercising actions / omissions to prevent the State Radio Frequency Commission making a decision on technological neutrality in 2300-2400 MHz radio frequency band on non-discriminatory conditions, which can lead to restricting competition on the market of mobile broadband access to the Internet.

Earlier the State Radio Frequency Commission made a decision on technological neutrality 890-915 MHz and 935-960 MHz, 1710-1785 MHz and 1805-1880 MHz, 453-457.4 MHz radio frequency bands.

FAS will issue a determination to the Ministry within the statutory period to eliminate the violation of the antimonopoly law.
