Vladimir Mishelovin: small and medium business – OPORA Russia
The Head of FAS Fiscal Control Department, Vladimir Mishelovin, and the Head of Volgograd OFAS Roma Luchnikov took part in the VIII Congress of “OPORA RUSSIA” leaders and the All-Russian Business Forum “Small Business – only moving forward” on 13-14 July 2016 in Volgograd.
Participant discussed the current issues of developing and supporting small companies, particularly, creating favourable conditions for developing entrepreneurship in the regions of the Russian Federation, reducing the pressure on small business from control and supervisory bodies and developing credit tools.
Business men especially emphasized the need to reduce administrative barriers, create understandable and stable rules of the game, support and constructive cooperation with the authorities in the traditional spheres of the work of small and medium companies – construction, trade, tourism, transport services for the population, outdoor advertising.
Exports estimate that creating new niches for entrepreneurs, such as export, social and women’s business and developing self-employment system has great potential for developing the national economy.
Vladimir Mishelovin drew attention to an already created tool for cooperation between business and the authorities on the socially important and priority markets: the Competition Development Standards in the regions of the Russian Federation.
Participants highly praised the role of FAS and its regional bodies in protection of small and its initiatives. Representatives of “OPORA RUSSIA” pointed out that the interaction between the antimonopoly bodies and small and medium companies takes place not only under the frame of FAS executing its major functions and powers but also employing an efficient feedback system.
The system includes Public Councils, joint meetings of top management bodies – Presidiums of “OPORA RUSSIA” and the regulator, and drawing up Acton Plans on a regular basis.
In the opinion of Vladimir Mishelovin, “successful cooperation between FAS and “OPORA RUSSIA” is based on not only elements of a risk-oriented approach of the regulator but also joint support of a value-oriented business for developing Russian economy”.
