OFAS exposed a 1.5 billion RUB cartel between “TKhL Group” Ltd. and “TransLogistic” Ltd.

Moscow OFAS exposed a cartel formed by “TKhL Group” Ltd. and “TransLogistic” Ltd.

In 2013 Moscow Department for Capital Repair and the Department for Housing & Utilities and Urban Improvement organized three auctions for integrated improvement of the area adjacent to the Kashirskoe Highway and maintaining green spos and floral decoration of landscaping objects in 2014 - 2016.

The total initial (maximum) contract price was 1.5 billion RUB.

Moscow OFAS established that in the course of the auctions the companies exchanged information in the interests of each other and used common infrastructure filing the bids and price offers and singing the contracts.  

The cartel agreement between the companies led to maintaining auction prices, as a result of which “TKhL Group” Ltd. won all three auctions with an insignificant reduction of prices and concluded contracts for the total amount 1,449,000,000 RUB.

In the near future OFAS will open administrative proceedings against “TKhL Group” Ltd. and “TransLogistic” Ltd.
