The Ministry of Omsk Region for Construction is issued a warning not to restrict access to the regional construction standards

The Ministry fails to publish the regional construction standards on its web-site

Following FAS instructions, Omsk OFAS conducted an inspection to verify whether all interested persons have access to Omsk regional costing standards for construction out of public funds.

The inspection revealed that being the authorized executive body in architecture and urban development, the Ministry of the Omsk Region for Construction and Housing & Utilities Complex fails to place the approved regional costing standards on its web-site.

Absence of openly accessible costing standards prevents their free use by the interested economic entities and pushes them to approach private organizations on a fee-paid basis.

Such actions by the government body prevent companies’ access to the regional markets of developing and selling computer costing software and design-and-estimate documentation. The regional Ministry of Construction is issued a warning to publish the Omsk regional costing standards on the official ministerial web-site without restricted functions for copying, pricing and text searching.

If the warning is not executed within the designated period (1 month), FAS shall open a case on violating the antimonopoly law (Article 15 of the Federal Law “On Protection of Competition”).

“FAS has sent instructions to check publications of regional costing standards. If any facts of competition restrictions are exposed, FAS undertakes measures of antimonopoly regulation, particularly, issuing warnings”, pointed out the Head of FAS Anti-Cartel Department, Andrey Tenishev.
