Increasing openness of the housing-and-utilities sector
Within six months, the Federal Antimonopoly Service (FAS Russia) will approve the unified information disclosure forms for heat suppliers and heat networks (1).
The antimonopoly authority devised a draft Decree of the Government of the Russian Federation to increase publicity and openness of the work of the above organizations.
Now the companies must publish information in open access on decommissioning sources of heat energy and networks and on the grounds for suspending, restricting and terminating heat energy consumption and use conditions. The Government of the Russian Federation has set the timeframe for publishing information by newly formed organizations. In accord with the relevant Decree, it must be dome within 30 days from the date of entering a record on official registration of an organization in the United State Register of Legal Entities.
“Observing the Information Disclosure Standards by participants of the heat energy market is one the most important condition for non-discriminatory access of consumers and interested persons to the heat supply services”, commented the Head of FAS Department for Antimonopoly Regulation in the Housing & Utilities Sector, Alexei Matyukhin.
He also stated that the Antimonopoly Service already began devising the unified information disclosure forms. According to Alexei Matyukhin, they will make the heat supply sector transparent and understandable for the market participants.
