Heating up investments
The first meeting of the Working Group on heating supply to enhance investment attractiveness of the industry
The first session of the Working Group on Heating Supply at the Expert Council on the Housing & Utility Sector took place on 14 October 2016.
In June a decision was made to from several Working Groups at the Expert Council: on heating supply; on water supply and drainage; waste treatment; managing apartment blocks and providing housing and utilities services.
Since then lists of candidates for participating in the above WGs have been forwarded to FAS by e-mail.
The session agenda included draft Rules for non-discriminatory access in heating supply, amendments to the Federal Law “On Heating Supply”, etc.
Deputy Head of FAS Department for Regulating the Housing & Utilities Sector, Elena Tsyshevskaya, pointed out that adopting and approving the Rules for non-discriminatory access as a basic element of competition enables equal access of market players to the services of resource suppliers and improves the procedure for technological connection to the heat supply systems.
She invited the meeting participants to submit to FAS a consolidated proposal on improving the document.
Finally, Deputy Head of FAS Department for Regulating the Housing & Utilities Sector, Elena Tsyshevskaya summed up the results of the first meeting of the Working Group on Heating Supply.
