“Radical changes in tariff policy are expected”
This is the conclusion reached by the tariff regulation workshop in Yalta (20-12 October).
Participants summed up the results of 2016 tariff campaign and outlined the objectives for the next regulatory period.
On the first day reports were given by the Head of FAS Igor Artemiev and his Deputies Anatoly Golomolzin, Sergey Puzyrevsky and Vitaly Korolyov, including:
- Head of FAS Igor Artemiev: "The outcome and prospects of developing tariff policy "
- Deputy Head of FAS Sergey Puzyrevsky: "A concept of a draft Federal Law "Об the Basics of State Regulation of Prices (Tariffs)”
- Deputy Head of FAS Vitaly Korolyov: "On the issues of tariff regulation in the electric power industry and the housing & utilities sector".
Other speakers on the first day were Head of FAS Department for Regulating the Housing & Utility Sector, Alexei Matyukhin, and Head of FAS Regional Tariff Regulation, Yulia Yudina:
- Alexei Matyukhin: "Changes in the tariff regulation over the housing & utility sector"
- Yulia Yudina: "The results and prospects of prejudicial settlements of tariff disputes and disagreements".
The agenda of the second day of the workshop included several session of sectoral Working Groups. FAS representatives answered questions from regional regulators and economic entities and discussed specifics of regulating particular sectors.
A Protocol drafted upon the event outcome shall be forwarded to all participants.
