FAS suppressed violations associated with selecting contractors for capital repair of apartment blocks

The preliminary selection organizers set excessive requirements to experience of the candidates wishing to be included in the Register of qualified contractors.

Instead of requiring the candidates to have three contracts, confirming their work experience for the total amount 10% of the costs of the works that are the subject to preliminary selection, specified in the Certificate of a self-regulated organization, the candidates were required to have three contracts, each for no less than 10% of the costs.

The antimonopoly body simultaneously received several complaints against the bodies authorized to keep the Register in the Republic of Bashkortostan and the Arkhangelsk region.

Currently all subjects of the Russian Federation are conducting preliminary selection to the Register of qualified contractors. In the future only the companies included in the Register will be allowed to carry out capital repair works in apartment blocks.

Fixing excessive selection requirements could have reduced the number of contractors that have the right to participate in bidding for capital repair works.

FAS issued determinations to the selection organizers to adjust the relevant documentation.

Preventing excessive requirements for candidates’ experience will increase the number of companies included in the Register and, as a consequence, intensify competition in the course of bidding for capital repair of residential houses. It will facilitate costs reductions for the works for the residents to pay for them.
