Regions may get a simplified methodology to determine the priority markets for competition development
Participants of a workshop on “Implementing the Competition Development Standard in the subjects of the Russian Federation” in Krasnoyarsk emphasized the need to devise such a methodology.
The practical workshop for representatives of regional authorities and local self-government bodies took place at the XV Interregional Business Forum of Siberia on 20 October 2016.
Speakers included Kirill Yemelyanov, Deputy Director of the Department for Developing Small and Medium Business and Competition, at the Ministry of Economic Development; Vladimir Mishelovin, Head of FAS Fiscal Control Department and his Deputy, Elena Rybachenko; Valery Zakharov, Head of Krasnoyarsk OFAS; and professor Irina Knyazeva, Head of “Competition and Economic Research” Centre at the Siberian Institute of Public Administration – a branch of the Russian Presidential Academy of National Economy and Public Administration.
The workshop agenda included some problematic issues associated with implementing the Competition Development Standard in the subjects of the Russian Federation (1). Participants put forward proposals and recommendations on improving its implementation and exchanged interregional and inter-municipal practices.
They supported the idea of devising an adapted market analysis method to be applied unassisted by the subjects of the Russian Federation and municipalities for the purpose of compiling lists of priority markets for developing competition and analyzing performance trends.
At the final part of the event, Vladimir Mishelovin discussed a draft National Competition Development Plan, emphasizing its significance for supporting priority and socially important markets in the subjects of the Russian Federation.
