FAS opened cases against “SIBUR Holding” PJSC and “Gazprom Gazenergoset” JSC
FAS suspects elements of violations in fixing and maintaining monopolistically high prices for liquefied petroleum gas (LPG) and withdrawing goods from circulation in May – September 2016 (Clauses 1 and 2 Part 1 Article 10 of the Federal Law “On Protection of Competition”).
“The case is opened upon the results of considering numerous petitions from physical and legal persons against unreasonable increase of prices on retail and wholesale markets of liquefied petroleum gas as well as analysis of information from exchange sites and monitoring prices for liquefied petroleum gas”, said Head of the Department for the Federal Antimonopoly Service for Regulating Fuel-and-Energy Complex, Dmitry Makhonin. “Problems on LPG market are caused by its misbalance: applying a non-existing indicator in pricing and reducing LPG delivery to the domestic market simultaneously increasing the scope of export. Investigating the case, FAS will study the market in detail and should a violation be established, antimonopoly remedies shall be employed”.
“SIBUR Holding” PJSC and “Gazprom Gazenergoset” JSC have the dominant position on the wholesale market of liquefied petroleum gas used for household consumption and as gas-engine fuel in the Russian Federation.
