“OPORA RUSSIA” supports FAS initiative to announce competition development in Russia a state priority
“OPORA Russia” formed this position upon familiarizing with a draft Order of the President of the Russian Federation “On the main directions of the state policy towards competition development” and 2017-2018 National Competition Development Plan approved by the President. Both documents were drafted by the Federal Antimonopoly Service.
Discussing the National Plan, experts of “OPORA Russia” made some proposals to be included in the document body. In particular, it was proposed to extend the list of industries, for which “Road Maps” should be developed, adding domestic tourism and trading to the list. Property relations clauses in the National Competition Development Plan also received expert assessment.
Commenting the documents presented by FAS, Vice-President of “OPORA Russia” Alexei Kozhevnikov expressed an opinion that the National Competition Development Plan truly needs Presidential support: “Government officials should understand that these serious efforts should be undertaken in this field. The designated deadlines should be observed. There should be personal liability for failure to exercise the measures. In essence, the National Competition Development Plan should be like the May Presidential Decrees that are continuously monitored, issuing reports and giving dates rather than formal replies. Only in this case the results will be noticeable”.
