The First Conference of Sebastopol Discussion Club “Fair Competition” in Crimea
The event to discuss enforcement of the antimonopoly law with business and the authorities was organized by Crimea OFAS
On 31 March 2017, the Office of the Federal Antimonopoly Service (FAS Russia) in the Republic of Crimea and Sebastopol organized the First Conference of Sebastopol Discussion Club “Fair Competition”*, where participants asked questions to OFAS staff under the scope of competence of the antimonopoly body and discussed the pressing enforcement issues.
Crimea OFAS reported on the results of tits work in 2016 and the plans for 2017.
According to OFAS representatives, the main influence upon competition in the region is exercised by issuing warnings and admonitions enabling to eliminate potential violations prior to opening the case.
The basic plans of Crimea OFAS for 2017 included several competition advocacy measures. The major tasks include: organizing the system of public control over state procurement and analyzing the markets of regional importance (particularly, Internet access services, lift servicing, bread production and sale, fuel-and-lubricants sale, electric power, construction of transport infrastructure).
They also planned discussion clubs on the following issues: antimonopoly regulation of housing construction, organizing the work of the government customers in public procurement, applying antimonopoly law by lawyers, the authorities, law enforcement and judicial bodies.
OFAS also intends to organize the base Department of Antimonopoly Regulation and Competition Law in Sebastopol.
*More than 250 people took part in the Conference, including a member of State Duma of the Federal Assembly of the Russian Federation, A. Belik; representatives of the Government and Legislative Assembly, the authorities and the local self-government bodies in Sebastopol, resource suppliers, natural monopolies in communications and transport, NGOs, small and medium business, as well as subjects of legal relations in procurement of goods, works, services for public (municipal) needs.
