“Gazprom Gazoraspredelenie Vologda” JSC breached the technological connection timeframe

The antimonopoly body received a complaint from a physical person regarding the company. On 20 October 2014 the claimant and “Gazprom Gazoraspredelenie Vologda” JSC entered into a contract, under which the company obligated to complete technological connection of an individual residential house of the physical person to the gas-distribution network and the claimant obligated to pay for it.

The deadline for completing the connection expired on 29 April 2016. An additional agreement to the contract extended the connection period until 29 October 2016.

According to the case materials, the residential house was not connected to the gas-distribution networks by the target date: the Technological Connection Act was signed by the parties only on 8 February 2017.

Thus, “Gazprom Gazoraspredelenie Vologda” JSC breached the timeframe, which constitutes an administrative offence under Part 1 Article 9.21 of the Code of the Russian Federation on Administrative Violations.

Vologda OFAS fined “Gazprom Gazoraspredelenie Vologda” JSC 300,000 RUB.
