The case against “SIBUR-Holding” PJSC is closed
On 30 May 2017, FAS terminated the proceedings against “SIBUR-Holding” PJSC due to absence of violations of the antimonopoly law
On 30 October 2016, FAS opened a case against the company upon signs of breaching Clauses 1 and 2 Part 1 Article 10 of the Federal Law “On Protection of Competition”: fixing and maintaining monopolistically high price for liquefied hydrocarbon gas and withdrawing the goods from circulation in May - September 2016.
Investigating the case, FAS analyzed in detail the market of liquefied hydrocarbon gas (LHG), studied prices in retail and wholesale segments, information from the Exchanges, monitored LHG prices and considered other materials, upon which FAS did not find violations committed by “SIBUR-Holding” PJSC.
Deputy Head of FAS Anatoly Golomolzin commented: With seasonal price fluctuation, the average markets prices do not vary significantly. We are observing a downward trend for LHG price. For instance, current LHG prices are 38.6% lower in comparison with November 2016. We also have been noting positive changes since November 2016 in terms of LHG sales through the exchange in the part of increased volumes and the number of deals. Is means that LHG exchange trading are sufficiently marketable and help form representative market price indicators”.
