4 bid-rigging cases for supplies of medicinal drug and medical products are consolidated

21 entities and the Office of the Head of the Republic of Khakassia are brought in as respondents to the bid-rigging cases for supplies of medicinal drugs and medical products

The consolidated case is pursued upon the following grounds:

  • Concluding and implementing an anticompetitive agreement at tenders (Article 16 of the Federal Law “On Protection of Competition”)  - against:
    • The Office of the Head of the Republic of Khakassia– Chairman of the Government of the Republic of Khakassia, “Interdepartmental Centre for Organizing Procurement” State Budgetary Enterprise, “R-PHARM” JSC, “TELA” Ltd., “Aquadez M” Ltd., “Modern Diagnostics Systems” Ltd., “AMK ALPHA” Ltd., “Skertso” Ltd., “Medresurs” Ltd., “Gukenhaimer-MS” Ltd., “Delrus-Yenisei” Ltd., “IPS” Ltd., “Baikal” Ltd., “BK-Optima” Ltd., “FTsK” Ltd.
  • Concluding and implementing an anticompetitive agreement at tenders that resulted in maintaining prices (Clause 2 Part 1 Article 11 of the Federal Law “On Protection of Competition”) - against:
    • “Garant-M” Ltd., “Vitamed” Ltd., “TELA” Ltd., “Aquadez M” Ltd.,  “Garant” Research-and-Production Association” CJSC, “FTsK” Ltd., “Vlaant” MK” Ltd., “AMK ALPHA” Ltd.,  “VITA-POOL” MK” Ltd., “AMADEUS” Ltd.
  • Creating preferential conditions for a procurement bidder (Article17 of the Federal Law “On Protection of Competition”) – of the Federal Law “On Protection of Competition”) - against:
    • “Interdepartmental Centre for Organizing Procurement” State Budgetary Enterprise

The hearing is rescheduled on 04.07.2017 upon a petition from one of the respondents.
