OECD discussed FAS experience in analyzing the market of international liner container shipping
No. 2 Working Group on Competition and Regulation of OECD Competition Committee had a meeting in Paris (France) to discuss methodology of market research.
Deputy Head of FAS Anti-Cartel Department, Dmitry Artyushenko made a report on the sources of market analysis in a case on international linear container shipping. At the outset the representative of the antimonopoly body pointed out that as a result of investigating the case FAS had found that several foreign companies had breached the Law “On Protection of Competition” through concerted actions leading to mark-ups (extra charges) to the freight rates on the market of linear container shipping in 2012-2013.
Dmitry Artyushenko described FAS investigation as an example of integrated use of open data, standards, information requests, surveys and research. Dmitry Artyushenko also emphasized the role of unscheduled inspections for collecting information under the frame of investigating and analyzing the market of international linear container shipping.
It was underlined that overall FAS uses integrated methods of sources of information for market research in order to perform comprehensive, objective and competent review of the state of competition in the market and achieve efficient decision-making on the cases for violating the antimonopoly law.
