A case against a cartel of manufacturers and suppliers of lock-and-seal devices

In consumer opinion, product suppliers divided the market in accord with the geographical principle and make arrangements between themselves in the course of procurement by public companies  

Suppliers “IPK STRAZH” JSC, “Trnasplombir” Ltd., “SotekCom Tsentr” Ltd., “KZMI” TD” Ltd. are suspected of a cartel (in breach of Clauses 2 and 3 Part 1 Article 11 of the Federal Law “On Protection of Competition”) on the market of supplies of lock-and-seal devices; “Sectoral Centre for Implementing New Techniques and Technologies” CJSC is suspected of unlawful coordination of economic activity of suppliers of lock-and-seal devices (in breach of Part 5 Article 11 of the Federal Law “On Protection of Competition”).

Lock-and-seal devices – products that block locking nodes of railway freight cars and containers (doors, hatches, steering wheels, lids, etc.) and preventing criminal access (mechanical cargo protection).

According to Head of FAS Anti-Cartel Department, Andrey Tenishev: “The case was opened upon petitions of several economic entities and the results of unscheduled inspections. The session of FAS Commission will be scheduled in the near future”.
