FAS on the warnings to communications providers
Deputy Head of FAS Anatoly Golomolzin commented:
Providers had to execute the warnings within 14 days upon receiving the warnings, that is - 7 August 2017 and 10 August 2017. Providers have three days to notify FAS about executing the warnings.
As of 14 August 2017, one of the providers filed a reasoned petition to the antimonopoly body to extend the deadline for executing the warning and confirmed the obligation to meet the new deadline.
Another provider filed a petition asking to explain the warning and extend the deadline without sufficient reasons. On 4 August the claim to extend the deadline was dismissed, indicating that FAS is prepared to consider a reasoned petition. No further petition has been filed.
On 28 July and 4 August the two remaining providers only informed that they noted the reports on the state of competition on the market. They took such an opportunity on 10 and 4 August 2017 accordingly.
The providers have not undertaken any other actions.
Within a week FAS shall open cases upon signs of violating the antimonopoly law against the three providers that failed to submit sufficiently reasoned petitions.
