Arkhangelsk company is added to the Register of Unfair Capital Repair Contructors
“Pomor Resource” Ltd. breached the timeframe for carrying out the works on repairing the heat supply system of an apartment block in the Far North
In May 2017 “Pomor Resource” Ltd. won a tender of the Capital Repair Fund of Apartment Blocks in the Arkhangelsk Region for 4.3 million RUB. The company was supposed to repair the front, roof and the utility engineering system of a residential house in Severodvinsk.
The contractor had to commence the works on 5 June. Inspections revealed that the company had not launched the works even on 30 June and had not given any explanations about the reasons of such delays. Under the law, if the works are delayed by more than 5 calendar days the customer may unilaterally terminate the contract, which was done by the Capital Repair Fund. Based on the above, the information about “Pomor Resource” Ltd. is included in theRegister of Unfair Capital Repair Contractors for three years.
“Severodvinsk is in the Far North and any delays in capital repair, especially heat supply system, can threaten life and health of the apartment block residents”, emphasized Deputy Head of FAS Rachik Petrosyan. “If included in the Register, companies cannot take part in tenders, which not only stimulates other contractors to perform high-quality works without delays, but also enables customers to exclude unfair contractors from tenders and enter into contracts with reliable companies”.
