The minimum fine for admitting guilt

FAS imposed the minimum fine upon “Avtodorstroi” Ltd. because the company was the second member to admit participating in a cartel.

Under the leniency programme, the first person that voluntarily reports a cartel to FAS is relieved from liability for participating in it. The second and third participants that admit their involvement are imposed the minimum size of fines.

In July 2017, FAS found that “Volga” PSK” Ltd., “Avtodorengineering” Ltd., “AvtodorMontazhComplect” Ltd. and “Avtodorstroi” Ltd. concluded an inter-competitors agreement that results in maintaining prices at tenders for carrying out construction and other works in the Samara and Ulyanovsk regions.

“Volga” PSK” Ltd., “Avtodorengineering” Ltd., “AvtodorMontazhComplect” Ltd., that form a group of persons, were the first to voluntarily report to FAS about concluding an agreement prohibited by the antimonopoly law. They submitted data and documents sufficient to ascertain the fact of the violation.  The companies are relieved form administrative liability.

The fine upon “Avtodorstroi” Ltd. reached around 930,000 RUB.
