FAS HELD A TELECONFERENCE ON A TRANSITION TO A NEW REGULATORY SYSTEM FOR SOLID HOUSEHOLD WASTE TREATMENT

During the teleconference the Antimonopoly Service explained new provisions of the Government Decree and discussed the National Competition Development Plan

 

Representatives of four federal districts took part in the event: North Caucasus, South, Far East and Urals.

 

The participants discussed the specifics of setting a common tariff for the services of regional operators for solid household waste treatment. They also considered the procedure for reviewing tariff decisions on solid household waste treatment, related to changes under No.758 Government Decree to the payment for adverse impact on the environment caused by solid household waste disposal.

 

The payment for adverse impact on the environment caused by solid household waste disposal is reduced by 7 times. The regulatory act was drafted by the Ministry of Nature with active FAS support.

 

The Decree was passed because payments for adverse impact on the environment formed a considerable share on the structure of cap tariffs for solid household waste treatment.

 

The fee for solid household waste disposal, IV hazard class, in 2018 will be 95.0 Rub/ton instead of 663.2 Rub/ton, giving, therefore, seven fold reduction.

 

The procedure for accounting such costs in the regulated tariffs has also changed.

 

For example, payments for adverse impact on the environment are accounted for all economic entities under the same principle: based on the estimated volume and (or) mass of solid household waste disposal by hazard classes and the set rates and coefficients to them. If a regulated entity is able to reduce the costs for adverse impact due to utilization measures, payment the funds formed will be considered as savings and remain with the company, and will not be excluded by the tariff bodies in the next regulatory period. It is an incentive to reduce adverse impact on the environment.

 

Regional tariff regulators must reconsider tariff decisions for solid household waste treatment inv view of the novelties within two months, which should limit the solid household waste rates.

 

Speakers focused on proposals aimed at improving the law regulating operations in the field of solid household waste treatment.

 

Teleconference participants were also informed about the National Competition Development Plan, the key objectives and principles of competition policy in the Russian Federation.

 

Meetings on the issues will be held regularly due to the need to promptly discuss current pressing issues.
