ANATOLY GOLOMOLZIN: INTERACTION WITH IRKUTSK REGIONAL AUTHORITIES MUST FACILITATE COMPETITION IN THE REGION
Deputy Head of FAS had a working meeting with the Government of the Irkutsk region; the parties signed an Agreement on Cooperation
On 26 July 2018, Anatoly Golomolzin took part in a meeting with Head of the Government of the Irkutsk region, Ruslan Bolotov, on implementing the National Competition Development Plan, approved by the President of Russia in December 2017, and Presidential Orders issued following the State Council.
Deputy Head of FAS announced the goals and objectives of the state policy towards competition development in Russia and its regions and explained that No. 618 Presidential Order “On the fundamental directions of the state policy towards developing competition” of 21.12.2017determines the priorities in improving the state policy in this field and the principles of its development. The Order approved the National Competition Development Plan that has clear, numerical targets.
Deputy Head of FAS paid special attention to antimonopoly compliance – a system for evaluating the risks of violating the antimonopoly law in the region.
Commenting the situation in the region, Anatoly Golomolzin pointed out that indicators on pursuing the Competition Development Standard are not the highest so far, and focused on the efforts to adopt the Road Map: “Today it is necessary to concentrate on the “Road Map”, rather than a simple declaration is should be a tool for result-oriented development of sectors of the economy and to support the interests of the residents of the Irkutsk region. The potential is huge”.
Participants discussed new tools for developing business, particularly, exchange trade with timber. As stated by Anatoly Golomolzin, the region is among the leaders in using exchange trade with timber.
First Deputy Governor of the Irkutsk region informed about devising the key indicators in the region in line with the list of orders given upon the State Council.
Drawing a line in the discussion regarding the problems and goals of developing competition in the region, Deputy Head of FAS emphasized that achieving the targets of the National Plan and Presidential Orders issued following the State Council is collective work of FAS and regional authorities.
IN the concluding remarks, Anatoly Golomolzin mentioned some success of the region, related, for example, to decreased share of state and municipal participation in the economy: Recently the number of economic entities with a share of state and municipal property decreased by 650 or 11.1%”.
Finally, FAS and the Government of the Irkutsk region signed an Agreement on Cooperation.
