ANDREY TSYGANOV: WE CAN DEVELOP EFFICIENT MEASURES AND REMOVE ADMINISTRATIVE BARRIERS ONLY THROUGH JOINT EFFORTS
Three priority tasks for FAS Skilled-Staff Active Core
Throughout its existence the Skilled-Staff Active Core project of получил широкую реализацию. What are the priorities highlighted by agencies’ top officials to the Staff Active Core? On 20 November 2018, Deputy Head of FAS Andrey Tsyganov shared his vision with the participants of the session of the Skilled-Staff Active Core of the reform of the control-and-supervision means.
As Andrey Tsyganov pointed out, competition development is a priority not only in the work of FAS but also the authorities at all levels. Moreover, top public authorities of the subjects of the Russian Federation are instructed to analyze their activities and draft Road Maps*, designed to remove and minimize administrative barriers. Today such efforts are undertaken in all regions of Russia.
“Discussing FAS activity in this area, we guide our regional Offices to closely cooperate with regional authorities”, says Andrey Tsyganov. “First of all, with the economic block. Such collaboration enables efficient decisions that ultimately will lead to improving the quality of life of the population, saving budgetary funds and accelerating development of regional economy. It is a very important priority”.
Another important priority for FAS Staff Active Core is work with the target groups.
“We can develop efficient measures and remove administrative barriers only through joint efforts”, emphasized Andrey Tsyganov. “We specially train our staff in order to work with the target groups. We direct them to pin-pointed exposure of the most pressing issues facing the authorities and businessmen, and collaborative search of solutions”.
Reducing the number of cases against the authorities and their officials by half is a no less important task, facing the antimonopoly authority today. As Deputy Head of FAS emphasized, it is a significant priority in the work, first of all, for FAS regional Offices: 98.1% violations by the public authorities are committed at the regional level and by local-self-government bodies.
“Therefore, FAS must undertake rather intensive efforts exactly with these people in order to prevent, first of all, unintentional violations of the antimonopoly law”, explains Andrey Tsyganov. “Violations due to ignorance of the law are no excuse and are not relieved from liability, which is quite high today”.
