MIKHAIL EVRAEV IS APPOINTED DEPUTY HEAD OF THE FEDERAL ANTIMONOPOLY SERVICE
The order appointing Mikhail Evraev is signed by the Chairman of the Government of the Russian Federation, Dmitry Medvedev. The announcement on the Departments to be controlled by Mr. Evraev will be made at a later stage.
Mikhail Evraevwas born in 1971 in Leningrad. Before enrolling to the higher education institution, was employed at Kalinin Plant as a lathe operator.
1988-1993 – graduated from Leningrad Financial-and-Economic Institute ("FinEc”). When a student, was a member of a student construction brigade on the South-Siberian section of the Baikal-Amur Mainline.
1991-2000 – worked in the field of economics and industry: as an expert, Head of a Financial-and-Legal Department, Director on Economics and Finances.
In 1999 obtained a second degree in Law from St Petersburg State University.
2000 - 2004 – led development of social-and-economic programmes of the “EPICentre” Institute. Devised and implemented anti-crisis economic prorammes in Artem (the Primorie region), Tomsk (Siberia), Baltiisk (the Kaliningrad region).
From April 2004 – Head of FAS Department for Control and Supervision over Real Estate, Local Monopolies and the Housing-and-Utilities Sector. Worked on improving the law on housing-and-utilities, town-planning and natural resources.
In January 2007 – October 2012: Head of FAS Department for Control over Public Procurement. The main focus: reforming public procurement and organizing control in this field.
From October 2012: Deputy Minister for Regional Development of the Russian Federation.
In 2013 became Deputy Minister for Communications of the Russian Federation. Supervised development of postal service and operations of “Russian Post”, establishment of the “Post Bank”. Was involved in developing the State Information Systems of the Housing-and-Utilities Sector, “Independent Register”, the Register of Russian software, optimizing procurement of subordinate enterprises and took part in drafting the law on mobile number portability (MNP).
In 2008 the President of the Russian Federation awarded Mikhail Evraev a medal of the Order “For Merit to the Fatherland”, II degree. In 2011 received a letter of acknowledgment from the Government of the Russian Federation.
