FAS DRAFTED ACTION PLAN FOR WORK OF THE ANTIMONOPOLY SERVICE UNTIL 2024

Experts of FAS Methodological Council discussed the Plan details and came up with five main goals and objectives that will have the priority in 2019

 

On 28 January 2019, Deputy Head of FAS Andrey Tsyganov chaired a meeting of the Methodological Council.  The agenda - 2019-2024 draft FAS Action Plan.

 

The Action Plan is a strategic planning document*. It pursues the main goals of Russian antimonopoly body that are structured by directions and include the relevant indicators and measures. Such goals include protection and development of competition on the markets, improving tariff regulation, increasing control efficiency over public procurement, tendering, public defence procurement, optimizing control over foreign investments, developing international integration and improving interaction between antimonopoly bodies and civil society institutions.

 

The targets and deadlines are set for every indicator.

 

The draft Action Plan specifies the measures of the National Competition Development Plan and “Economic Development and Innovative Economy” State Programme, where FAS is a responsible executor.

 

The experts also discussed a draft Public Declaration of FAS Goals and Objectives for 2019.

 

Based on the outcome of the meeting, the Council made a decision to submit the draft Action Plan and the draft Public Declaration of FAS Goals and Objectives to FAS Public Council after slight adjustments.

 

The Chairman of the Methodological Council, Deputy Head of FAS Andrey Tsyganov commented: “Five Clauses of the Declaration cover all areas of the work of the Antimonopoly Service and determine the priorities in its work for the year ahead. Due to the discussion and submitted proposals, I believe that FAS has finalized its goals and objectives for 2019. The time-schedule discussed today on implementing strategic planning documents contains over 250 measures, designed to achieve procompetitive goals in different sectors of the economy. All FAS structural units were involved in drafting it”.

 

* The draft Action Plan is prepared in view of the Core Areas of the Government of the Russian Federation till 2024 (approved by No. 8028p-P13 of 29.09.2018); 2030 Economic Security Strategy of the Russian Federation approved by No. 208 Order of the President of the Russian Federation of 13.05.2017; 2020 Strategy for Social-and-Economic Development of the Volga Federal District (No. 1535-r Order of the Government of the Russian Federation of 05.09.2011); as well as FAS efforts to fulfill the Orders of the President of the Russian Federation based on the outcome of the meeting of the State Council of the Russian Federation on 5 April 2018; 2018-2020 National Plan for Developing Competition in the Russian Federation; No. 618 Order “On the main directions of the state policy for developing competition” of 21 December 2017; “Road Maps”, etc.
