CLOSE INTERACTION BETWEEN TARIFF REGULATORS AND REGULATED ENTITIES IS ESSENTIAL
Tariff regulation of utility services was discussed at FAS Centre for Education and Methodics (Kazan). The workshop initiated by FAS was attended by representatives of tariff regulators from Tatarstan, Samara, Chuvashia, Mari El, Ulyanovsk, Penza, Mordovia and regulated organizations for the Volga Federal District.
Opening the workshop, Director of FAS Centre for Education and Methodics Lenat Shafigullin pointed out: “Tariff regulation, is perhaps, the area where close interaction between tariff regulators and regulated companies is essential. The goal of the workshop is to discuss different approaches, methods and principles of tariff regulation that are improving and transformed under the impact of the modern trends”.
Sergey Dudkin, Deputy Head of FAS Department for Regulating the Electric Power Industry, described the transition to applying benchmark costs setting the tariffs for electric power transmission services. He outlined FAS proposals on draft regulations, new regulatory methods for grid companies, their specifics and advantages, explained the concept of costs benchmark of a grid company and reviewed changes to the Law on the electric power industry.
Ekaterina Tanaschuk, an advisor to FAS Department for Regulating the Electric Power Industry, also was a speaker on regulation in the electric power industry.
An advisor to FAS Department for Regulating the Housing-and-Utility Sector, Svetlana Vasilieva, highlighted some pressing issues of tariff regulation in this sector.
Olga Kovaleva, another advisor to FAS Department for Regulating the Housing-and-Utility Sector, looked at various aspects of connecting to heat-supply networks.
