ANDREY KASHEVAROV: EXECUTING NATIONAL PLAN IS FAS PRIORITY FOR SEVERAL YEARS TO COME
FAS continues monitoring interim results of executing the National Competition Development Plan
On 30 May 2019, Deputy Head of FAS Andrey Kashevarov had a meeting with Governor of the Vladimir region, Vladimir Sipyagin.
According to Deputy Head of FAS, executing the National Competition Development Plan and the orders given by the President of the Russian Federation following the State Council, antimonopoly violations committed by the authorities of the Vladimir region decreased by 24% in 2018 in comparison with 2017, the numbers of 25 и 33 accordingly.
"I would like to emphasize the efforts of the regional Government on creating a system of antimonopoly compliance: all 28 executive bodies adopted the relevant acts, which enabled to reduce violations considerably”, said the speaker. “At the same time, understanding the a significant part of antimonopoly violations are committed by municipal authorities, the colleagues from Vladimir OFAS are ready to organize a series of training sessions on the in-house programme for control over compliance with the law".
"As for increasing the share of procurement from small and medium business, the region must restore its positions in view of the negative trends in 2018. I am confident that this task can be achieved, and by 2022 the Vladimir region will reach all key targets of the National Competition Development Plan", emphasized Andrey Kashevarov.
“Certainly, the way to improving the work always goes through trials and errors. We intend to minimize them though. I am setting a task to the Regional Authority to clean-cut execute their obligations under the Agreement, and be guided by the regulator’s requirements and definitely give feedback to FAS”, summed up Vladimir Sipyagin.
Head of Vladimir OFAS, Alexei Potanin also took part in the event. He pointed out that executing the Presidential order is a common goal for the antimonopoly bodies and regions of the Russian Federation.
Background:
On 19 July 2018, FAS and the region signed an Agreement on Cooperation. The Regional Authority approved 33 key targets for competition development and mainstreamed the Road Map to support competition development.
