ANATOLY GOLOMOLZIN: YUGRA HAS A LOT OF INTERESTING SOLUTIONS. WE WILL PASS ITS PRACTICES ON TO OTHER REGIONS

On 25 July 2019, at a meeting with Yugra Governor in Khanty-Mansiisk, Deputy Head of FAS summed up intermediary results of pursuing the National Competition Development Plan and discussed mainstreaming the Road Map for competition support in the Khanty-Mansiisk Autonomous District

Opening the meeting, Deputy Head of FAS reminded of an Agreement on Cooperation signed between FAS and the Government of the Khanty-Mansiisk Autonomous District - Yugra in July 2018. He emphasized that the National Competition Development Plan, approved by an Order of the President of Russia, is being fully executed.

Anatoly Golomolzin specially emphasized Yugra experience in developing pre-school and additional education, applying unique practices in the social sphere in the context of developing private sector entities.

He pointed out: Last time, when we signed the Agreement, attention was drawn to several decisions in the region related to developing the social sphere, and we highlighted the efforts of the Khanty-Mansiisk Autonomous District - Yugra on issuing pre-school and additional education certificates. This practice continues successfully, the system facilitates development of not only public but also private institutions, ensuring high-level educational services”.

“We combined out efforts to evaluate the progress in executing the orders of the president and the Government of the Russian Federation in competition development”, stated Governor of the Khanty-Mansiisk Autonomous District – Yugra, Natalia Komarova.

Anatoly Golomolzin underlined that in 2018 violations of the antimonopoly law by the authorities decreased in comparison with 2017:

“The reduction in 2018 was 37% compared with 2017. The goal is to decrease violations in 2020 to no higher than 50% of the 2017 level”.

“Here it is essential that regional executive bodies adopt antimonopoly compliance – a system of organizational and regulatory-and-administrative measures aimed at preventing violations of the antimonopoly law and developing competition. Similar work is carried out involving municipal bodies in Yugra. To this end, Deputy Head of FAS Legal Department Oksana Kuznetsova organized a workshop for local self-government bodies during the visit”,  explained Deputy Head of FAS.

Anatoly Golomolzin also emphasized that maintaining a high share of small and medium companies in public procurement and tenders organized by economic entities with state participation and natural monopolies is essential for developing competition.

“The figure for the Khanty-Mansiisk Autonomous District - Yugra is around 35%, which is higher than the target set in the Competition Development Road Map”.

“It is also important that the high share of SME is maintained against decreased number of tenders with sole suppliers. The reduction was 2% in 2018 compared to 2017. Also, failed auctions reduced by roughly 8% in 2018 in comparison with 2017. It means that the competitive environment is becoming more favourble”, continued Deputy Head of FAS.

As a positive example, he mentioned the experience of the Khanty-Mansiisk Autonomous District – Yugra in professional education using the modern information technologies and creating social portals for the population.

“Last year, for instance, 2,100 certificates were financed. “Pre-school certificates” helped increase the number of children receiving pre-school education and care and attendance services, develop entrepreneurial activity in this sector of the economy, create new jobs, form new taxable items, reduce the financial burden on the budgets of various levels”,, informed Anatoly Golomolzin.

Deputy Head of FAShighlighted that the first small innovative company in Russia  - “Centre for developing child’s talents” for 380 places is opened is on the basis of Surgut State University. It has formed new educational space in view of innovative approaches to organizing educational service and completing the tasks of developing talents and abilities.  

“Since 1 January 2018, a pilot project of social innovations in social services to the population is being executed. The social innovations project is based on the “Social Services portal” Regional State Information System, enabling interaction between potential suppliers and receivers of the “Social Taxi” Service, short-term children care, nursing of serious patients as well as sign language servicesу, search of volunteers. 117 private companies and 1 925 people registered on the portal in 2018, and 409 contracts were concluded”.

Anatoly Golomolzin gave more examples:  “A “library of the best practices” is formed in social services, and information about “success stories” in providing services to the population is published”.

At the end of the meeting, Deputy Head of FAS stated:

“It is possible to say that Yugra has a lot of interesting solutions that we support and are going to formalize them in a new version of the Road Map. We will take these practices into account and pass them on top other regions”.

“The new version of the Road Map will also comprise measures based on analysis of violations exposed by the antimonopoly body. In the near future we must mainstream the regional Road Map, with clarified parameters. There are all preconditions to adopt the Road Map in August – September 2019”, concluded Anatoly Golomolzin.

“The results of our work must be public, contain in-depth evaluations and analysis from analytical agencies. Apart from Interfax and Komsomolskaya Pravda, the All-Russia People’s Front will also be engaged so when we issue a monthly insert on our work, it will be the position of the region, FAS, analysts, journalists, and the All-Russia People’s Front”, summed up Deputy Head of FAS.
