SARATOV OFAS: A “GAZPROM” SUBSIDUARY OPENED ACCESS TO GAS METERS

Saratov OFAS opened an antimonopoly case against “Gazprom Mezhregiongaz Saratov” Ltd. upon the fact of creating obstacles for companies’ access to the markets of inspecting household gas meters in the Saratov region. For example, the company refused to accept into service the consumer gas meters, verified by “Nefteproductavtomatika Plus” Ltd.

 

Explaining its position, “Gazprom Mezhregiongaz Saratov” Ltd. stated that gas meters of the population can be verified only by state (public) regional metrology centres. This argument, however, is contrary to Part 2 Article 13 of the Law on measurement unity, according to which verifications can also be performed by accredited legal entities and individual entrepreneurs.  

 

Saratov OFAS has found that the gas company violated Clause 9 Part 1 Article 10 of the Federal Law “On Protection of Competition” and issued an order to stop abusing market dominance and support competition on the market.
