COURT APPROVED FAS DECISION ON ASTRAKHAN ROADS
Cartel members are held administratively liable and fined 86 million RUB
The 9th Arbitration Appeal Court confirmed the fact of anticompetitive agreements between the Ministry of Construction and the Housing-and-Utilities Sector of the Astrakhan region, “Astrstroi” Ltd. and “Zhilstroitrans” Ltd. at auctions in 2017.
Earlier FAS found that “Astrstroi” Ltd., “Zhilstroitrans” Ltd. and the Ministry of Construction and the Housing-and-Utilities Sector of the Astrakhan region had concluded an anticompetitive agreement in the course of the auctions executing the Sub-Programme for “Developing Road Facilities in the Astrakhan region”.
“Astrstroi” Ltd. and “Zhilstroitrans” Ltd. are held administratively liable and fined 71 million RUBand 15 million RUB accordingly.
The materials of the antimonopoly case are forwarded to the Main Investigation Department of the Investigation Committee of the Russian Federation. The criminal investigation against officials of the Ministry of Construction and the Housing-and-Utilities Sector of the Astrakhan region and top-executives of the economic entities is completed.
Head of FAS Anti-Cartel Department Andrey Tenishev commented: “Suppressing cartels in the road construction sector is one of FAS priorities. This case is a result of efficient cooperation with the law enforcement bodies”.
