THE ROLE AND PLACE OF CORPORATE IN-HOUSE CONTROL IN IMPLEMENTING NATIONAL PROJECTS

Deputy Head of FAS Anti-Cartel Department Mukhamed Khamukov emphasized the importance of antimonopoly compliance at the VIII National Research-to-Practice Conference - “In-house control and audit in Russia: evaluating corporate performance. The role and place of in-house control”

The event took place on 21 November at the Public Service and Management Institute of the Russian Presidential Academy of National Economy and Public Administration.

Scholars, experts on in-house and external control, regulators, and representatives of the business community discussed some pressing issues associated with the National Projects.

Mukhamed Khamukovpointed out extraordinary importance of integrating the National Competition Development Plan1 with the National Projects2: “It is the synergy of these two strategic documents that will enable to reach the goals in the field of increasing economic growth, improving the quality of life and well-being of the population. Otherwise, a possible result will be budget spending and increasing state assets in the economy”.

FAS has been actively involved and takes part in the draft committees at the federal and regional levels. The work is undertaken not only in terms of control over public procedures: the antimonopoly body is already investigating a number of cases upon elements of cartels associated with the National Projects. Preliminary results of analyzing regional Action Plans aimed at fulfilling the National Projects show in some cases avoidance of competitive procedures in procurement, violations in granting subsidies and concluding prohibited agreements.

Mukhamed Khamukovalso stressed a special significance of in-house control and reminded about active FAS support of antimonopoly compliance: “Regardless of how strongly regulators tighten the screws, we cannot fully exclude violations of the law. It is important that participants of economic operations independently suppress violations inside them, using tools of inner control”.
