AUCTIONS FROM DOM.RF ARE TRANSFERRED INTO AN ELECTRONIC FORM

On 2 December 2019 amendments came into effect* to the law on developing and improving efficiency of administration in the housing sector

The law obligates DOM.RF to place information about auctions for selling/lease of land plots, sale of real estate simultaneously with land plots as well as data with the results of such auctions on torgi.gov.ru. It is important that now such auctions will take place in the electronic form.

As clarified by Deputy Head of FAS Department for Control over Construction and Natural Resources, David Akopyan, ДОМ.РФ is an agent of the Russian Federation and от своего имени close deals in its own name with federal land plots, put federal facilities on the market, under the mechanisms specified by 161-FZ Federal Law, for integrated urban development and particular construction projects.

Oleg Korneev, Head of FAS Department for Control over Construction and Natural Resources informed that “the amendments are drafted with FAS involvement. The norms obligating an agent to carry out tenders in the electronic form and inform about them on torgi.gov.ru provide for involving a lot of stakeholders in such tenders and in the prospect conclude contracts at the best price for the state budget. Earlier information about tenders was available only on DOM.RF and not all potential participants were aware of them”.
